Beagles were bred to track scent for hours across difficult terrain, completely independently of human direction. That's useful in a hunting dog and challenging in a family pet. When a Beagle has their nose to the ground, the rest of the world — including your recall command — essentially stops existing. Training a Beagle requires understanding this, not fighting it.

Beagles are food-motivated to an extreme degree — they'll do almost anything for food in the right context. The problem is that "right context" doesn't include outdoor environments with interesting smells. In your backyard with a treat, your Beagle is highly responsive. At the park when a squirrel runs past, they've mentally left the conversation.
Recall is the hardest skill to build in Beagles, and also the most important. An off-leash Beagle following a scent trail can cover serious distance before they surface. Recall training for Beagles requires a longer runway: build it in very low-distraction environments first, use extremely high-value rewards (real meat, not kibble), and accept that off-leash in unfenced areas may never be fully reliable.
Beagles are vocal by nature and will bay and bark, especially when bored or left alone. Management is part of the solution — ensure they're adequately exercised and mentally engaged before expecting quiet.
